In terms of high-end development, the textile industry can rely on new material research and development to expand applications in special fields such as medical and aerospace. The goal of an average annual growth rate of over 7% in the total social research and development investment also creates a favorable environment for enterprises to tackle technological challenges, promoting the industry's transformation from "scale expansion" to "quality and efficiency". 

Overhaul the "internal competition" environment

The report proposes to thoroughly rectify "internal competition" and build a unified national market. The textile industry has long suffered from homogenization and low-price competition, with its profit margins being squeezed. Policies will guide the industry to shift from "competing on output and price" to "competing on design and innovation": by eliminating outdated production capacity and strengthening standard leadership, enterprises will be encouraged to focus on specialized market segments. For instance, enterprises in Qiaoyang have shifted to outdoor functional fabrics and bio-based materials, seizing the initiative through differentiation. The unified market will also break down local protectionism, allowing high-quality products to flow freely and forming a virtuous competitive pattern. 

Green transformation leads to low-carbon development

The establishment of a national low-carbon transformation fund and the goal of a cumulative 17% reduction in carbon emissions per unit of GDP within five years have set the direction for the low-carbon transformation of the textile industry. At the raw material end, the encouragement of the use of bio-based materials and recycled fibers for green substitution is promoted; at the production end, the cultivation of hydrogen and green fuels will drive the upgrading of the energy structure; the improvement of the recycling system for old textiles will help achieve a reduction in the carbon footprint throughout the entire chain. 

Opening up and Promoting Rural Revitalization: Expanding Space for Development

The report proposes expanding pilot programs for opening up in areas such as value-added telecommunications, which will promote the development of cross-border e-commerce in textiles and help enterprises "go global"; rural revitalization and new urbanization will ensure the supply of raw materials such as cotton and silk, and give rise to new consumption demands. In particular, promoting the upgrading of the "cross-border e-commerce + overseas warehouse" model. By 2024, China's clothing cross-border e-commerce export volume accounted for 27% of the country's total cross-border e-commerce volume. In the future, it is necessary to rely on policy benefits and upgrade from "product export" to "brand export" to consolidate international competitiveness.
